V: &nbsp;What do you think modular factories need to prove, in cost, quality, and schedule performance, to convince more owners to move projects offsite?



M: The biggest thing for owners and developers is simply seeing that modular construction is real and already happening. When clients visit our factory and tour the facility, they can see the process firsthand and understand how the product is built. That experience goes a long way in removing skepticism. For many developers, modular is not a completely new concept, it is just a different way of doing business compared to their traditional approach.



Ultimately, adoption comes down to helping clients understand how speed impacts their project economics. If we focus specifically on modular construction, one of the highest and best use cases is multifamily housing. Apartment developers and operators are extremely focused on the financial performance of their projects, and they understand pro forma modeling very well. When they see how a faster construction schedule can accelerate lease up and improve overall project returns, the value proposition becomes very clear.



One challenge we have encountered is sometimes targeting the wrong type of client. That does not mean modular would not work for them. In many cases it absolutely would. The issue is that some very large developers have their own internal construction departments, and those teams may view modular construction as a potential threat to their existing role within the organization. Even when the financial case is clear, gaining full alignment within those internal teams can be difficult. Large developers often have entire operating structures built around traditional construction delivery, and shifting that model requires significant internal buy in.



At the end of the day, the key is demonstrating the financial impact. Developers can visit the plant, see the product being built, research completed projects, and talk to others who have successfully delivered modular buildings. This is not a brand new idea or an unproven concept. The real catalyst for change is showing how modular construction improves the financial performance of a project. When owners clearly see the economic benefit, they become far more open to adopting a different way of building.

V: &nbsp;From your experience, what are the biggest misconceptions owners still have about modular, and how can better data and transparency help overcome those barriers?



M: Here in the Midwest, we are based in Indianapolis, Indiana, which is not far from Elkhart, Indiana, often referred to as the RV capital of the world. Manufactured housing, RV production, and factory built products have a long history in this region, so people are somewhat familiar with the idea of building products in a factory environment.



That said, one of the biggest misconceptions we still encounter is about the product itself. Many people initially assume modular construction is essentially the same as a trailer or manufactured home. They do not fully understand what they are actually getting. Once they come through the factory for a tour, that perception changes very quickly. Almost everyone says the same thing after seeing the process in person: “This is not what I expected.” While people can view photos or project examples online, nothing replaces the experience of seeing the production process firsthand.



The second major misconception is around cost. Many people assume modular construction is simply a cheaper way to build. In reality, that is not the case. There are different types of factory built housing across the spectrum, from manufactured housing under the HUD code to modular construction built to the International Residential Code or International Building Code, which is what we deliver for multifamily projects. The quality and standards are very different, and many people do not initially understand that distinction.



Because of that misunderstanding, people often assume modular construction is less expensive. In practice, the cost is often comparable to traditional construction. Any efficiency gains we achieve in the factory can be offset by transportation, craning, and setting the modules on site.



Where modular construction truly creates value is in the project’s financial performance. When you look at a single family home with only a handful of modules, the economies of scale are limited. But when you apply modular construction to larger multifamily developments, such as apartment buildings, that is where the real efficiencies begin to emerge.



So the two biggest misconceptions we encounter are quality and cost. Once owners and developers better understand the quality of the product and how modular construction impacts the overall project economics, the conversation becomes much easier.

V: What do you think are some of the administrative barriers and government regulations that should be overcome in order to help accelerate the adoption of modular and offsite construction?



M: In my experience, the biggest challenges with modular construction typically do not occur during the entitlement phase. When a developer is seeking approvals for a project, such as rezoning or obtaining permission to build an apartment building, the fact that the building may be constructed using modular methods is usually not the primary issue.



The first real challenge often comes from the financing side. The flow of funds in modular construction is very different from traditional stick built construction. With modular, a significant portion of the work is completed in the factory before the modules ever reach the job site, which means the payment structure and timing differ from the typical linear draw process many lenders are accustomed to. As a result, lenders sometimes need to adapt their financing models to better accommodate this approach.



The second challenge tends to occur at the municipal level, particularly with inspections and permitting. In our process, the building design is submitted to the state for design release and is reviewed against the applicable building codes, often including local amendments. Modules are then inspected throughout production by certified third party inspectors in the factory. Even with that oversight, local inspectors can sometimes be hesitant because they are not involved in the same way they would be with traditional site built construction.



In many cases, local officials are simply less familiar with the modular process. Because a significant portion of the construction happens offsite, their role shifts more toward inspecting the foundation, site work, and final connections once the modules are set. While they still perform inspections on site, the process is different from what they may be used to, which can create some initial resistance or uncertainty.



 In my view, many of these challenges can be addressed through early coordination and communication. Bringing local officials, inspectors, and project partners into the conversation earlier in the design and planning process can make a big difference. When they have the opportunity to see the plans, understand the production process, and visit the factory if possible, it helps build familiarity and trust.



Ultimately, much of this comes down to education and collaboration. Modular construction introduces a different delivery model, and ensuring that lenders, municipalities, and project teams understand how it works is an important part of making projects successful.
